Include PPSA in federal luxury tax

Autovance is not including PPSA in the federal luxury tax calculation. As indicated by the government documentation, PPSA fees should incur luxury tax, so I would like Autovance to include this in its calculation as well.

Add "Price Lock" feature to Service Quote Parts
