Enhanced Access Control for Email and Texting QTemplates Based on User Permissions

A user has requested that we improve the access to email and texting QTemplates based on the user's access permissions specified in the DMS Security module. Currently, all users have unrestricted access to every type of email template, leading to unfortunate instances where incorrect templates are sent due to users quickly navigating through the system.
