DRO button in inventory order list behave same as CSO button

When clicking on the DRO button from the List, a new order will be created. If a DRO is already open, the request is to open the existing DRO instead of creating a new one. This is how the CSO button works currently

Quote price field on special order screen being unlocked to allow entry

If a part that is in stock is being reserved for a customer, there is currently no way to lock in an altered selling price on the part. The Special Order screen already has a field for this, but it cannot be adjusted right now.
