Add the current time to the Shop Summary-Available Techs window

Update the Shop Summary-Available Techs window with a 'Current Time' box beside the Exit and Help buttons. This would allow the viewer to gauge how long it's been since the tech last logged off using the same time format. This will allow for better shop utilization.
