Update tracked time for technicians in Time Clock to the second decimal place.

Requesting that time clock be changed to track and additional decimal place for tech clocked time at the request of Volkswagen Canada. Currently, the clocked time only counts tenths of a time unit. As in, there is only one digit after the decimal place (eg. 4.3 TU). Asking, as it is recommended by Volkswagen Canada, that the clocked time be made more accurate by counting hundredths also (eg. 4.35 TU) The change will make the technicians clocked time more accurate so that we can charge accordingly. Currently, if you are clocked in for 5 minutes and then clock out, it will not count any time. This is an issue with warranty as Volkswagen counts to the hundredth decimal. And if we cannot prove the time a tech spent time on a repair, it's causes inaccurate reporting.
