Add Flag in System Control Maintenance that will default Tech Group for Recall Campaigns

In the campaign search window, you can assign a default tech group to any campaign. The request is to add a System Control flag to default a tech group to campaigns in the event this value has not been entered in the campaign search window for each individual campaign.
