Do not update Service Quote Submission type if the corresponding work order case is changed to a different submission type

If a quote is rolled to a line on an RO and the submissions type changes on that line of the RO then the submission type on the quote in history is also changed. I am requesting that the quote in history does not change, so that what is preserved in the system is what was actually given out as the quote. For example, if I create a quote that is customer pay (or warranty) and add it to a work order but the job is never completed (say, customer does not return) I will generally change that line to a service policy line so that I can close the RO. Now the quote will show in history as a "service policy" quote and if that customer returns someone may well think the job should be done at the dealership's expense.
