Ability to add part kits to a Part Sale Quote when the Part Kit is not in stock

Want the ability to be able to quote all parts on a Part Sale quote from a parts kit, regardless if in stock or not. Currently, when you add a part kit to a part sale quote, only the parts that are in stock are added. Since this is a quote, the items do not need to be in stock
