PBS: Declined Services Integration

Please add integration to PBS so we can pull declined services into DealerMine. Here is an example RO in PBS:

In this case, opcode 01MAZ002 is what we use for all declined services. The X just means the job has not been either assigned or punched on by the technician yet.
