Surveys Should be Able to be Emailed at Any Score

For surveys, I would like to be able to send all completed surveys to certain people, not just ones that fail. I tried to set up the survey notifications to send at 100% but it would not work, I can set it at 98%.

Eg. For every survey that is completed by a customer they would like the Service Manager to get an emailed copy whether it is 100% or 50%.
