Support sales to GST/HST registrants

Selling to GST/HST registrants has a number of tax implications. Most notably, trade values exceeding the new vehicle purchase should result in the customer receiving money back.

Adding a "customer is GST registrant" setting to Desk and having the system automatically calculate correct taxes would save us a lot of work.
