Re-Order FLT on Worksheet, Full Disclosure

When viewing the Worksheet and the Full Disclosure: is it possible to have the FLT show up before PST and GST lines since the PST and GST are charged on top of the FLT. It seems more logical to have the FLT appear first since it is used to determine the PST/GST.
